Antimicrobial resistance (AMR) is one of the greatest challenges for global health and development. According to estimates by the World Health Organisation (WHO), almost five million deaths worldwide in 2019 were due to infections with resistant bacteria. People in low- and middle-income countries are particularly affected. According to calculations by the European Centre for Disease Prevention and Control (ECDC, 2022), around 35,000 people die each year in the European Union as a result of antimicrobial resistance.

In June 2024, members of parliament from the CDU, FDP, SPD and the Left Party had formed a parliamentary group to take stronger action against antimicrobial resistance in the future. At the second working meeting of the Parliamentary Group against Antimicrobial Resistance on 3 December 2024, the chairman, Dr Georg Kippels, MdB, emphasised the legitimacy of the desire for a 100 percent effective concept for market incentives for new antibiotics. However, given the great danger that AMR poses to all people, more must be ventured. He expressed the hope that, on the good basis of the work in this legislative period, the dialogue would be continued in constructive cooperation after the Bundestag election in order to jointly develop a solution proposal including a timetable.
